翻译是用汉语的表达习惯来表达的。有时英语的表达方式不能直接和汉语的表达方式对接。你的这个句子how Iraq settles 指伊拉克的局面如何搞定，有两种可能，一种是成功的，社会实现了稳定，也许不成功，即社会动荡。这就是作者用how的原因。所以上文翻译为“是否稳定”，是比较符合汉语表达习惯的。
