你这里的 as 并不是 as…as 结构的省略，这里的结构其实是 note…as…（认为/指出……是……）结构的被动式，可视为在 as 后面省略了 being。be noted as 的意思则是“被认为是……”。句中的 most often 修饰 were noted，所以 were noted most often as 的意思就是“被最常认为/视为……”，原句意为：
After the coding of all submissions, half a dozen categories were noted most often as important to visitors. 在对所有提交的内容进行编码后（发现），其中有六个类别被最常视为对访问者很重要。
类似用法又如：
