不定式做后置定语

The latest was a panel from the National Academy of Sciences,enlisted by the White House,to tell us that the Earth's atmosphere is definitely warming and that the problem is largely man-made.为什么to tell是后置定语而不是目的状语呢？这种该怎么区分呢？

先看一下这个句子：Cohen was the latest to fall into this trap. 形容词最高级作表语，不定式短语为形容词补足语，表示the latest体现在哪一方面。

你的句子其实就是这种结构，只不过主语过长，句子采用了完全倒装结构。如果我们简化主语，恢复正常语序，则句子为：

A panel enlisted by the white house was the latest to tell us that...。这样就可以很清楚的看出不定式短语是表语形容词的补足语，表示方面意义。
