He is thought to have acted foolishly.Now he has no one but himself to blame for losing the job.

为何用不定式 to have acted 而不用分词 having acted？

其中是否还原成It is thought that he have acted foolishly？并且这一类结构后只能加不定式？

主语 + be thought 可以接不定式作主补，而现在分词不可以。这是动词自身要求的，不是随意的。
可以说：It is thought that he has acted foolishly.
