关于half 的这个用法，我想从英语“限定词”的角度谈谈。
▲“限定词”，英语叫做determiner，简而言之就是修饰词，放在名词前作定语，类似形容词的用法。常见的有“冠词，指示代词，物主代词”等，当然也包括形容词在内。还有一类限定词，叫做“先行限定词”，也叫“前置限定词”或者“前位限定词”(predeterminer)。顾名思义，他们的位置始终放在最前面，如果有两个或两个以上的限定词，同时修饰一个名词，这时，“先行限定词”位居最前。最常见的“先行限定词”有：all, both, such, half，还有double, twice, three times 等。
▲例如：
all the students 所有的学生
all my books 我的所有的书
all these interesting stories 所有的这些有趣故事
both his hands 他的双手
both the brothers 弟兄俩
such a day 如此的天
such a fine day 如此好的天
half an hour 半小时
half the time 一半的时间
half the price 半价
▲通过以上例子，可以看出，all, both, such, half 等几个“先行限定词”，与冠词，物主代词，指示代词连用，同时修饰一个名词时，都是放在最前面。
关于能否选用the half price 的问题，我觉得不符合half 作为“先行限定词”的用法。可能在非正式英语中偶尔见到the half price，但我不建议采用。下面是几个half the price 的例句：
A child’s ticket costs half the price. 儿童半票。
I sold that vase at half the price. 我以半价出售了那个花瓶。
It is too expensive. How about half the price? 
太贵了，半价怎么样？
关于“half a + 名词”可以用“a half +名词” 的问题，英语中早已存在，词典和语法书都有涉及，不再有什么争议。这只能是个例。

“half a/an + 可数名词单数”和“a half + 可数名词单数”都正确，例如：
half a mile / a half mile 半英里 （Longman Dictionary of American English）
但是：
可以说：half + of + 定冠词或者形容词性物主代词 + 名词(其中的可以省略)
不能说：定冠词或者形容词性物主代词 + half + 名词
所以 A.at the half price 是错误的。
例如：
Half the car was damaged. 车子毁坏了一半。
Half the boys are already here. 男孩们有一半来了。（LongmanDictionary of American English）。
Half (of) the runners dropped out in the heat. 半数的赛跑者因暑热而半途退出。（外研社、建宏《英汉多功能词典》）
