PEU 说得没错，但作者没有具体解释为什么,因为是惯用法，其实问题出在go上，英语习惯说go/come + place to do sth. 不说go/come + place for doing.make a plan for doing 没问题，make 不是表示方向性的动词。至于 a plan to improve the way you study是状语还是定语，就看你怎么理解了，你根据上下文能明白意思即可。
