《英语常见问题解答大词典》、《薄冰英语用法问答1144例》和上面这个链接的看法一致，该观点认为：not more than的意思是“不超过”，no more than是“只有”比如，no more than 10 days，其意为“只有10天”。

但在剑桥高阶英汉双解词典里面是把这两个放在一起解释的：not/no more than

used to emphasize how small an amount is至多，不超过，仅仅

There are beautiful mountains not more than ten minutes' drive away.

开车不超过10分钟，就能看见峻秀的山脉。

在韦氏词典中，有这样一个例句，Choose no/not more than three options. [=choose three options or fewer]选项不得超过三个。也是把这两个放在一起解释。

在柯林斯高阶英汉双解词典中也是一起解释：

You use no more than or not more than when you want to emphasize how small a number or amount is.

[用法] PHR amount

[语用] emphasis

Each box requires no more than a few hours of labor to build...

做成一个盒子不超过几个小时。

He was a kid really, not more than eighteen or nineteen.

他实际上还是个孩子，最多不过十八九岁。

因此，我认为这两个是可以互换的，都表示至少。韦氏词典指出了这个句子的同义转换Choose no/not more than three options. [=choose three options or fewer]

我认为你的理解是对的。not / no more than+ 用法是可以互换的，都是表示最多不超过。不仅你提到的这几本词典把两个放在一起解释，朗文，柯林斯惯用法词典等都是如此。一个很简单的例子就是考题用语：Fill in the blanks using NO MORE　THAN THREE WORDS。不超过三个字，意思是１，２，３都可以。我想国内一些作者，可能受no more than +名词的含义影响，如：no more than a child. 不过是个孩子，仅是个孩子。其实这里用not more than a child 的用法图书语料库也是有的，只是不如no more than a child 更普遍。
