此题应该选drove.the first time 指过去发生并结束的事，回忆过去，所以用一般过去时。The first time 并不表示过去的一个具体时间点，所以一般不用进行时。

例句：1. Do You remember that feeling the first time you rode a bike?

2. It started the first time I drove a car by myself. （出自英语国家网站）

如果用进行时，可以这样：I am/was driving a car for the first time.

问题句的句式还可以用一般现在时，也比较常见，表示一个客观真理或事实。

两个都对，过去进行时更好一些：The first time I was driving on a country road, I saw a bird flying in front of my car.

应该用drove。这道题的关键词是the first time，其后面的时态常用过去时，而不是进行时。网友可以搜搜字典的例句或者报刊杂志的例句。刘老举的例句“When I was driving on a country road for the first time, I saw a bird flying in front of my car.”，因为没有使用the first time这个词组，当然是可以用进行时的。
