not concentrate power 在句子中做什么成分，主句的省略，还是做状语。

concentrate power 前省略了 to，与 to diversify risk 并列。意思：目的是分散风险，而不是集中力量（于...）。

但是，concentrate power 是一个错误表达，后面缺介词短语 on sth. “把力量集中在...上”。
