确实，constant global communication 这个词组，词义非常模糊。应该是：instant global communication （全球即时通讯）。

我的翻译：在一个全球通信已常态化的互联世界上。文中用constant是与下文的wherever对应，说明哪儿都有通信手段，全球通信已经常态化，很普遍了。不至于有的地方因没有通信手段而天才不为人知。这里不是为了突出时间上的“即时”，而是为了突出“空间”的广度。故用constant。

我觉得这样用也可以。constant 是“不断的”的意思。instant 是瞬间的意思，强调快。角度不同。这里communication 应该指交流，不是强调电子通讯手段。
