2 not后省略了to吗

Rich people are more likely to break rules, not follow the law, and not care about other people.

这个句子里后面两个not是省略了to吗，not to follow the law and not to care about other peop。还是副词not用在动词前表示否定，那为啥没有助动词呢？

网友理解正确，省略了 to。不定式否定时，通常是在 to 之前加 not 或 never。

not follow和not care都是不定式，省略了to. 不定式并列时，第一个带to, 其后的不定式通常省略to. 例如to do A, do B and do C.
