There is a necessity for this type of house being built.

necessity作抽象意义的“必要”解时，是不可数名词。合理的表达是“有必要建造这种房子”

即：

There is necessity for this type of house to be built. 即使如此，我觉得直接用it is necessary to do更好

改用being built是不正确的，无论作动名词还是分词作后置定语。这一点从necessity的相应形容词necessary就可以看出来，我们只说it is necessary to do，不会说doing

There 是虚拟主语，与 is 构成存在句。

a necessity 是真正主语。

for this type of house being built 是 necessity 的定语，用 for 表示 “必要性”，由 necessary for...借用而来。

this type of 为 house 的限定语。

being built 为 house 的后置定语。
