本句填meet 或join 都对。这两个词都可以表示“相接;交汇”。

The two roads meet just north of the village.

The two roads join just north of the village.

north of the village 是地点状语,等于to the north of the village(在村庄以外的北部),不等于in the north of the village(在村庄以内的北部)。

正如刘老师指出的,join和meet用在这里都是正确的。如果一定要选出一个最佳答案,那就选join吧,因为join比meet更为常用。词典用join来解释meet表示河流或道路等的交会,可见join更普通,更常用。
