这明显是中国人写的错误的句子。is 后接表语从句，第一个that为引导表语从句的从属连词，whatever引导表语从句中的让步状语从句，they are...为表语从句的主句。其前的that属于多余，应该删去。另外，表语从句内容令人费解。
