涉及倒装句的主谓一致疑问（来自国外教材）

一个国外教材的英语句子，主谓一致问题似乎有点奇怪，求解答？

The expanding economy and rising population have brought great benefits to Abu Dhabi, but with them have come a major problem.

问题：这里的with them have come a major problem. 是不是一个倒装句？是否应将have 改为has。国外英语教材上的一句话，不是太理解。

have come这里应该是用错了，可以改为has come。

另外，我查到的对应版本许多是用comes，即：

The expanding economy and rising population have brought great benefits to Abu Dhabi but with them comes a major issue: traffic jams.
