以上是出自《新编英语语法教程》里的一道题，标准答案给的是live；
我的疑问在于：
1.主语从句中的主语是“80 percent of the
total population of Bolivia”这个名词词组，根据语法规则，“分数/百分数+of词组”作主语时，谓语动词的单复数形式取决于of词组后的名词，即population，population是可作可数或不可数的集合名词，且其前被分数或百分数修饰时，谓语动词用单复数均可；根据牛津词典上对population的例句：
One third of the world's population consumes/consume two thirds of the world's resources；类比看来，此题用live或者lives都是可以的，为什么标准答案只给了live而lives不能作为答案呢？
2.of the total
population of Bolivia如果是作为80 percent的后置修饰语，为什么在从句中被提前了？
