这里的 having 应改为 has。

同意好题老师的解答。我觉得还有一种改正方法就是去掉 as，让前面的分句变成独立主格结构：

The World Expo having been held for 153 years, Shanghai with a population of 17 million will become the first to host in the developing countries.
