to give to poor children throughout the world 这是悬空不定式（反射不定式）作目的状语。根据剑桥英语语法，当不定式作目的状语时，如果不定式的宾语就是句子的宾语，则不定式的宾语可以省略，形成反射不定式作目的状语。不过这种反射不定式为选择性的，不是必须的。不定式的宾语也可以不省略，这就成了普通不定式作目的状语了。所以你的句子中them（指gifts）可以有，也可以省略。
