The most important reason why there could not have been any specific blitzkrieg economy before the campaign in the west resides simply in the fact that the German leadership just did not want that.

Could have done一般认为可以表示两种含义：对过去的推测以及虚拟语气，但是上句中的could not have been是否应该是表示“可能”，而非推测及虚拟？这样的看法是否正确？Could have done可以表示“可能”、“能力”而非推测及虚拟吗？

你说的可能过于含糊了。可能就是可能性。可能性分为主观上认为的可能性，和客观上存在的可能性，又叫理论上的可能性。主观上的可能性就是情态动词的推测性用法，而理论上的可能性（即客观存在的可能性）不属于推测性用法。情态动词can在肯定句中不能表示推测，但能表示理论上的可能性。例如，有人敲门，我说，It can be Tom. 这就是理论上的可能性。我并没有具体推测或猜测敲门的人是谁，我只是说Tom敲门的可能性是存在的。如果我说 It may be Tom. 我就是在推测，敲门的人可能是Tom，我推测时带有50%的把握认为我的推测是正确的。can的过去形式could则既可以在肯定句中表示推测，也可以作为can的过去形式表示理论上的可能性，即不属于推测性用法。你的句子中的could not have done就是表示理论上的可能性的could。即主语表示的情况在理论上（客观上）是不可能的，因为the German leadership just did not want that.

1.（could, be able to...）(与事实相符的能力）

1) You use could or a past form of be able to talk about ability in the past.

He could run faster than anyone else.

A lot of them couldn't read or write.

I wasn't able to answer their questions.

2) If you say that someone was able to do something, you usually mean that they had the ability to do it and they did it. Could does not have this meaning.

After two weeks in bed, he was able to return to work.

The farmers were able to pay their employees' wages.

2.（could have...）(与事实相反的能力：能而不为，不为因不能，原能现不能）

1) If you want to say that someone had the ability to do something but did not in fact do it, you say that they could have done it.

You could have given it all to me.

You could have been a little bit more careful.

2) If you want to say that someone did not do something because they did not have the ability to do it, you say that they could not have done it.

I couldn't have gone with you, because I was in London at the time.

3) If you want to say that someone had the ability to do something in the past, although they don't now have this ability, you say that they used to be able to do it.

I used to be able to sleep anywhere.

You used to be able to see the house from here.
