目的状语和主语补足语的区分

Every precaution was taken against the failure of the plan.

在专四华研英语的练习册上，把“against the failure of the plan”判定为主语补足语，但我觉得应该理解为目的状语，所以到底应该是哪个呢？

precaution= something that is done to prevent possible harm or trouble from happening in the future.

Every home owner should take precautions against fire. against介词短语应该是precautions的定语。

COCA例句：

and in any case precautions against such interruptions had been taken. 很显然，against介词短语是precautions的定语。
