百分数前的by可以被省略吗

1. Corn production has jumped nearly 125 percent over the past 25 years.

2....Rice has increased only 7 percent.

老师好！这是2018年课标全国高考英语II卷一道语篇型填空题目里的两个原句，是不是在数量前面省略了 by 啊？原句中介词by我感觉在百分数值前被去掉了。我的理解对不对？请老师指点分析，谢谢！

这个by在非正式文体及美国英语里可以省略，意思相同。例句：1. The U.S. population increased by 10 percent between 2000 and 2010. 2. In 2016, the number of sales increased 20 %.
