过去分词与现在分词不同

He wasn't asked to take on the chairmanship of the society,___ insufficiently popular with all members.

给出的答案是 being considered,原因是he 和consider是被动关系。但我知道的是现在分词表主动和进行,过去分词表被动和完成,既然是被动关系,为什么不用过去分词considered,却用现在分词,这里既不是主动也不像是进行时,为什么呢?希望有老师指点.

He wasn't asked to take on the chairmanship of the society, being considered insufficiently popular with all members.
同样都表示被动，但是，如果作原因状语，一般用现在分词的被动式，尽量不用过去分词。being considered = because he was considered

意思：大家没有请他担任该协会的主席，因为他被认为在所有成员中不够受欢迎。
