3 neither...or...疑问（续）
英语习惯上说 either...or, neither...nor，前面有网友提问说《经济学家》里的一句话：
That would involve changing the treaty, something neither Argentinaor Brazil is likely to accept, thinks Rubens Barbosa, who was Brazil’s first Mercosur co-ordinator.

我的疑问是：像 neither…or…这样的用法是否被正规的词典和语法书所收录了？有这样的词典例句吗?

目前尚未收录。我猜测，将来会收录的，只是时间问题。我自己造个句子，根据逻辑推理做一个演变：
Tom is clever and diligent. 汤姆既聪明又勤奋。
为了强调句意，增加一个关联并列词 both：
Tom is both clever and diligent.
当我们同时否定两个项目时，用 or 不同 and：
Tom is not clever or diligent.
为了强调句意，用关联并列词 neither 替代 not：
Tom is neither clever or diligent.
由于not 和 neither 都具有否定意义（N 字开头的词：not, no, never, neither, nor, none，都是否定词），代入后，之后的 or 其实不用变，仍然还是否定意义，不会变成肯定意义。可以反过来问，既然表示肯定时，clever and diligent 可以加 both，为何否定时的 clever or diligent，不能加 neither 呢？
