2 两个外刊句子的疑惑

①It was there that in 1958 that he saw a computer-programming job at Stockholm University’s Department of Meteorology advertised in the paper.

第一个that是 it + be + 强调部分 + that..吗？第二个that是引导定语从句？

②At the time he was doing this work there was a heated debate in America over the advisability of building supersonic airliners to ply the stratosphere—the engines of which, he and others realised, could produce nitrogen oxides in ozone-layer-crashing profusion.

请问老师，破折号前面的句子中有两个完整句子，he was... there was...该怎么理解呢，是省略that的定从吗？即At the time (that)he was...。可以这样使用吗？

句尾这个部分in ozone-layer-crashing profusion怎么理解呢？in profusion是大量/许多的意思，中间又插一个成分？

——第二个that多余，应删掉。此为强调句（亦叫分裂句），被强调成分是地点状语 there。改为：

It was there that in 1958 he saw a computer-programming job at Stockholm University’s Department of Meteorology advertised in the paper.
