疑问:
1. changed应该是被动语态"被收取"的意思, 为什么前面没有be动词?
2. either后面为什么要加to?

changed either to the recipient or the sender 是过去分词短语作后置定语，修饰 a transfer fee ：其它搭配：（1）changed to （2）either ... or
