看不懂这句话的结构,一句话为什么有两个动词?

But alas the media’s leading lights were too busy implying Jeremy’s attempts at urging caution were evidence of some kind of fervent lack of patriotism. 看上去好像是前半句一直到caution为止是后半句的主语,但这句话我感觉有两个谓语动词了啊,前半句已经是个完整的句子了,这在句子中做什么成分呢?

 were too busy implying (that) Jeremy’s attempts at urging caution were evidence of some kind of fervent lack of patriotism.

be busy doing sth. 忙于做某事。本句中implying后接省略了that的宾语从句,所以were evidence...为that从句的谓语。
