这要看time表示什么概念。表“时候；时间”，time前不加冠词；表“时机，机会”，time前要加冠词。

1) It's time (for sb.) to do sth.“(某人)该......；(某人)到了......的时候了”。如：

It's time for her to go to bed. 该是她睡觉的时候了。

It's high time to buy a new car. 是买辆新车的时候了。

2) 当time作“时机；机会”解时要加冠词。如：

It's a bad time for you to tell him about it now. 现在把这件事告诉他不合时宜。

It was a favorable time to launch the new products. 这是推出新产品的有利时机。
