正确的说法应该比较对象一致，你的质疑是对的。不过，你提到这是听力题，也有可能是英语为非母语的人或没有受过良好教育的人说的话，也有可能。我没有听过这段录音，至少个人猜测。

shall表意愿后不能接静态动词
这个题答案只能选D。know better than to do是英语的一种句型，表示推测应该懂得不作某事的意思。这里不能用shall. 但可以用ought to。should 和Ought to 都有表示推测的含义。但shall和must 语气过重，不能用。
