=the Gulf oil spill is not breaking down as rapidly as was once thought
=the Gulf oil spill is not breaking down as rapidly as it was once thought that it would do

as比较分句省略了形式主语it和that从句，从句中的it指the Gulf oil spill, would do替代would break down。然后was可以进一步省略。最终得到as once thought。
