问题：how 在这里引导的是名词性感叹分句还是名词性疑问分句呢？ how引导的句子在这儿为啥要用倒装？

2. Journalists are known to have hacked the phones of up to 5500 people.

介词of后面应该加的是名词性结构，为啥在这加的是 up to这个复合介词短语呢？

1 how从句为名词性疑问分句。按理该从句是不应该倒装的。2 up to 5000 people是一个名词词组，中心词为people。up to 5000修饰people。
