1.Rarely has a technological development has as great an impact on so many aspects of social,economic,and cultural development as the growth of electronics.

2.Americans tend to think from small to large. Let us take as simple an example as the addressing of envelopes.

3.His function is analogous to that of a judge, who must accept the obligation of revealing in as obvious a manner as possible the course of reasoning which led him to his decision.

通常讲第二个as是连词，但是这里为什么都接的是短语？是省略了某些成分吗？

语法书中讲到，这三句都不是引导比较状语从句，那么这到底是什么结构呢？

比如as…as possible这里，有老师说第二个as是省略了成分，本该是一个句子，对吗?

你的句1有个打印错误，第二个has应该是had.

第二个as一般是比较连词，后面接句子，但常省略部分成分，变成了一个短语或词。

句1: 第二个as后可以理解为：as the growth of electronics (has a great impact on so many aspects of social, economic, and cultural development)

句2. Americans tend to think from small to large. Let us take as simple an example as the addressing of envelopes. 这个句子相当于take an example which is as simple as the addressing of envelopes is的意思。

句3. His function is analogous to that of a judge, who must accept the obligation of revealing in as obvious a manner as possible the course of reasoning which led him to his decision.

这里的比较是修饰manner的，相当于in a manner as obvious as possible. 当然as possible 可以理解为一种省略，作为一种解释，可以理解为as it is possible that the manner is obvious. 但人们通常把as ... as possible 看作惯用法，没必要分析它省略了什么。也有的时候人们会用as is possible. 类似的还有as usual, as expected 等。麦克米伦词典即把它列为固定用法: https://www.macmillandictionary.com/dictionary/british/as-as-usual-possible-necessary-expected
