原因很简单，因为 not far from…虽然有个 not，但它并非表示否定意义（类似地，not long…, in no time…等位于句首，其后也不用部分倒装）。请看Swan在《牛津英语用法指南》中的说明：

但是，not far from 作为地点状语，当它位于句首时有时可以后接完全倒装的句子。如：

Not far from the town centre is the municipal park. 离市中心木远处有一座市立公园。

Not far from the converters stands a blast furnace. 在离转炉不远的地方耸立着一座高炉。
