这是一个同级比较的句子，你漏掉了一个as，句子应为：

There is as much joy over a puffed-out first-timer being clapped over the line as there is about top talent shining.

over a puffed-out first-timer being clapped over the line 为介词+动名词复合结构构成的介词短语在主句中作状语。as much joy为主句中的真正主语，为比较项。其对应项在比较分句作主语必须省略，所以比较分句真正主语为空位，about top talent shining为介词+动名词复合结构构成的介词短语在比较分句中作状语。
