并列连词and两侧结构不对称
The idea was that there be a federal subsidy…um…uh…financial assistance to artists and artistic or cultural institutions.
右侧多了一个artistic or cultural，这样可以的吗？这两个形容词加上读起来总是很拗口。平时多见的都是左右两侧结构一样。

to artists and artistic or cultural institutions 并列的二个名词词组并不需要对称，只要是相同的语法结构即可。这里是很正常的，不存在你说的拗口的问题。
