There was no return address on the envelop and Rocky says he wishes he knew who this fried chicken snatcher (小偷) was! Not so he could catch her and bring her to justice but rather because he'd like to give her some free food!

so在此是为了的意思，等于so that引导目的状语从句，because引导原因状语从句，作者用not...but （rather）并列结构，否定前项，肯定后项，即否定目的，肯定原因。这个二个状语从句都是修饰He wishes he knew who...的。为了突出状语，把状语另外写成了独立的句子。他真想知道这个小偷是谁，不是为了能抓住小偷将其诉诸公堂，而是因为他想给她一些免费食物。but rather中的rather起强调作用，省略rather意义不变。
