这题的标准答案是 to be explained，为什么不能填写动名词呢？

need doing sth 是主动形式表达被动意义呀?

to be explained 和 explaining 都可以。你在网上查查，不同的考试或模拟考试都有这个题，基本都是给出explaining/to be explained, 并不像你说的认为只能用被动不定式。
