I explained the situation to the ticket-collector who advised me to get off two stops before Vienna Central Station and take a taxi.

这边的定语从句中的谓语动词为什么不能用had advised，我的理解是，advise这个动作在explained之前发生。

对比上一句：

Not one of us had brought an umbrella，or even a raincoat, so when Jack suggested we go to a museum, we all agreed immediately.

这里用过去完成时态我能够理解，因为had brought在suggested之前发生。

对比两句：为何第一句用过去完成时为错误，第二句用过去完成时为正确，原因是什么？

你仔细想想主句的explained 和从句的 advised 哪个动作在先，哪个在后。注意这个who引导的定语从句为非限制性定语从句，只不过没有用逗号而已。你如果注意句子表达的逻辑意义，就不会有这个问题了。我把这个句子稍作改动，改为并列句如下：

I explained the situation to the ticket-collector，and he advised me to get off two stops before Vienna Central Station and take a taxi.

现在清楚了没有？
