A few Chinese learners of English believe this is a wrong sentence in any context because “breaking the window”is an instant action and should be replaced by “who broke the window”. But I think this sentence is possible in a particular context, say, when a repairman is replacing all pieces of glass in the window. For instance, the boss may say to his coworker, pointing to the man: “I want to talk to the man breaking the window.” Here, I think, “the man breaking the window “ means the man is breaking every piece of the window glass at the time”.
