the other和another的用法区分

各位老师好，请问这个句子中：Neither of them knew what the other/ another was doing. 应该用the other还是another呢？答案给的another，可是为什么不可以用the other，理解为两个人都不知道对方正在干什么呢？

用another为错误。应该用the other.
