答案上说此题是考查非谓语作定语，因proverb与mean之间是主动关系，所以选B。我不明白为什么不选C呢？不定式作定语表未发生或经常发生，一个谚语本身就是一个普遍的经常发生的事，且C也是用的不定式的主动形式。同样都是主动，为何不用不定式呢？
可否理解为非谓语作“Hope for the best and prepare for the worst”的伴随状语呢？此处非谓语到底是作什么成分呢？
