1 you can be forced to do sth. can表示所谓理论上的可能性，即客观可能性，而不是主观推测。句子等于：

It is possible for you to be forced to do sth. 即：你被迫做某事这种可能性是存在的。

2 The law has some protection to offer them.

这个句子和 I have something to say. I have a book to give you. 有什么区别？

传统语法中不定式作定语表示动宾关系。《剑桥语法》讲悬空不定式时，have的宾语后接不定式可以是悬空不定式。你没见过类似的讨论吗？
