此处的tender 是否应该为tenderly?

RD上看到一句话：

Here was this tall fellow all curled up, holding that sleeping boy in his arms as tender as if he were his little brother.

此处的tender 应该修饰动词hold, 所以应该是副词，因此应该为tenderly, 请问对吗？
