楼上陈老师和蒋老师已解答得非常好。我在此补充一下。如果查外版词典，including 大都是列在介词项下，说明看作介词已是共识。夸克等著的《英语语法大全》（A Comprehensive Grammar of the English Language）提到 including 为“边缘介词”（marginal preposition）（P667）：作为介词的 including 可以作同位语的“标记词”（indicator），用于举例（P1037-1038）：用于举例时，国内薄冰和章振邦二位都采纳“标记词”的说法。

看出晓武同学是来求知的。我查阅了手头的纸质和电子版资料，结果如下：张道真、薄冰、章振邦、赵俊英、赵振才在书中根本没提；徐广联在《当代高级英语语法》中明确提到不定式不能作时间状语；《剑桥英语语法》没提不定式作时间状语（可能我查找方式不对）。夸克《英语语法大全》的中文版第 1492 页提到：英文版对应部分，供参考：张克礼在《新英语语法》第 2 版第 220 页如是说：仅供参考。欢迎其他老师和同学们继续讨论。

陈才老师的解答已经很完美了。我按《剑桥英语语法》的解释结合自己的理解，在此补充一下。《剑桥》虽未对关系代词在主语从句中作成分的情况予以分析，但按《剑桥》的理论，这句话的确是嵌入式关系分句：They rolled out a product [which it is expected [_would be beneficial for the blind]]. 外括号包含的是关系分句，修饰product（《剑桥》提到先行项时，不含冠词a，故在此遵循这一说法），内括号包含的分句（即传统语法所说的“主语从句”）嵌入到该关系分句中。其中_（空位（gap））是在主语从句中作主语的关系代词which/that。《剑桥》提到嵌入式分句（Embedded clause），而未专门提及嵌入式关系分句，但将此类嵌入式分句细分为“嵌入式关系分句”完全没问题。   与关系代词在宾语从句中作主语时，连词that不可出现同样道理：这句话中expected后不可出现连词that（倘若出现，会有歧义，读者不知这个that是引导连词还是关系代词）；而关系代词在主语从句中作宾语或表语时，连词that可省或可不省，因为无歧义。另外需要说的是，网友的例句中的关系代词which完全可以省略：The novelty of the idea coupled with the lack of data to prove the social and economical benefits it was claimed came from senior cohousing made it difficult for decision makers and stake holders to get on board.（外刊例句）。再贴个没省略关系代词的例句：More interesting than his speech is where he chose to live: not Shanghai or Guangzhou but Beijing, a city that it is said has a history of over 5,000 year.（《经济学人》）。
