这个问题其实就是用动名词还是不定式作主语的问题。Knowing who to trust is valuable.To know who to trust is valuable.由于valuable在此 = very useful or important, 而这二个形容词通常用不定式作主语为多,故该句以用不定式为宜。Money isn't as valuable as(it is) to know who to trust.
