it is和there be句型的区分

We all think that _____ no need to make laws to prevent the young from getting married during their college life.

A. it is B. there has C. it has D. there is

这一题答案是D，但是A是否也可以呢？(it可以作为后面不定式的形式主语，这样也说的通) 请老师解答。

选A语法说不通，如果说得通那不就对了么, 除非你把no need 改为not necessary.
