focus可以及物，也可以不及物。所以可以说 The regulation focuses on..., 也可以说 The regulation is focused on...后者暗示人为因素，前者没有这一层意思。就网友这个句子而言，用focusing和focused语法都正确，但从语义上看，用不及物动词的现在分词更好一些，没有必要突出人为因素。
