受the first修饰的名词后面接过去分词还是不定式的被动式

一、问题来源

最近在整理自2007年广东卷开始使用语法填空考题以来的历年高考英语语法填空考点，再次碰到2016年高考英语全国卷1的语法填空中的以下句子：

But my connection with pandas goes back to my days on a TV show in the mid 1980s, when I was the first Western TV reporter ___66___ (permit) to film a special unit caring for pandas rescued from starvation in the wild.

这道题的参考答案给的是填过去分词permitted，但这道题能不能填不定式的被动式呢？我觉得是可以的。事实上许多老师都从不同角度进行了分析，碰巧有位网友在“柯帕斯英语网”提出了这个问题，并要求给出权威依据，网站的管理员私信了我，要我抽时间从我们的“辞书语料库”中找找网友所需要的权威依据，于是就有了这篇小文章。（网站原问题见：https://www.cpsenglish.com/question/64427）

二、相关依据

首先，我觉得网友在“柯帕斯英语网”提出的质疑是有道理的。由于网友要求最好有权威依据，所以我就查了一下手头的资料，尤其是在我们的“辞书语料库”中进行了检索，整理了这篇小文章，供有需要的朋友参考。（下面的例句只限于名词中心词前面有 the first 修饰时，其后跟不定式的被动式和过去分词的例句，至于后面接不定式的主动式，这类例句比较容易找，况且也与本问题无关，就未涉及了）。

1. 后接不定式被动式的例句：

关于名词中心词前面有 the first 修饰时其后接不定式的被动式的用法，我们在“辞书语料库”里检索到了大量的例句，下面是部分与2016年高考题高度相似的例句（这些例句均摘自国外原版词典或语法著作，非普通的小说或报告等）：

关于名词后面接过去分词可看作是不定式被动式的省略用法（即过去分词前省略了 to be），《剑桥高级英语语法》第二版（Advanced Grammar in Use, 2nd edition）的第57.3节有这样一道题：

三、结论：

根据上面的分析，2016年高考英语全国卷1的语法填空中的这道题，其实填不定式的被动式 to be permitted 或过去分词 permitted 都是可以的。最后再列举一个与高考题结构高度相似的句子，供参考（一个用的是动词allow，一个用的是动词permit）：
