否定词放句首却不部分倒装(Neither of them wants to do it.)

看书时遇到了部分否定和全部否定放句首的情况。书上说部分否定即总括词加not构成部分否定，全部否定即表否定意义的词加肯定式谓语构成全部否定。但是这些词放句首的时候，我都没看到部分倒装。举两个例子：

1.Neither of them wants to do this.

2.Not all of the people seemed to agree.

请问为什么这两种情况都不倒装。

1. Neither of them wants to do this.

2. Not all of the people seemed to agree.

你的两个句子不能倒装，也无法倒装，因为这属于否定词用作主语或否定主语——即当否定词用作主语或否定主语时，句子不用倒装，也无法倒装。
