问题一：on schedule 属固定搭配，中间原则上不能有冠词。如：

The alarm woke him on schedule. 闹钟准时把他闹醒。

Their plane arrived precisely on schedule. 他们的飞机准时到达。

In spite of the bad weather, the ship arrived on schedule. 尽管天气很坏，该船仍按时抵达。

但如果 schedule 前有修饰语，则可以有冠词（此时意思也有变化）。如：

The trains have been running on a new schedule of late. 最近火车一直按新时刻表运行。

On the airline schedule, I saw that there is a flight to Osaka at seven o’clock. 在航班时刻表上我看到有七点飞往大阪的航班。

问题二：on schedule 既可用作状语，也用作表语。如：

The school bus arrived at school on schedule. 校车按时来到学校。（作状语）

The project is right on schedule. 项目完全按计划进行。（作表语）
