▲在许多情况下，用不定式或是用现在分词作定语是有区别的，比如有些情况下由于搭配的原因只能用不定式作定语（如the first man to arrive），而有些情况由于语境的原因却宜用现在分词作定语（如There is a door leading to the garden.），还有一些情况虽然用不定式或现在分词作定语都可以，但意思有所不同：
The man speaking at the meeting is my brother. 正在会上发言的那个人是我的兄弟。
The man to speak at the meeting is my brother. 将要在会上发言的那个人是我的兄弟。
▲但是这个问题有点意思！我觉得这里用to say或是saying都可以，且这里的to say和saying应是定语，修饰 note。比如在《朗文当代英语辞典》(第4版)的note词条有以下两个例子（括号内的解释也来自该词典，一个用了to say，一个用了saying）：
a thank you note (=a note to say thank you for something) 感谢信
sick note (=a note saying that you are too ill to go to work or school) 病假条
